The Resort at Del Rey Oaks will be the product of a collaborative effort, a partnership between the City of Del Rey Oaks, Federal Development and Federal/JER Associates. The partnership started five years ago when the City and Federal Development began working together to envision a development plan to transform the former Fort Ord Army base into a flourishing resort community and an economic engine that will help the City achieve the kind of solid financial footing needed to secure its long-term future.

The partnership will provide the opportunity for private sector investment to be leveraged with the use of public property and the infusion of public financing to create a balanced blend between the existing community of Del Rey Oaks and the new resort community.

The Resort at Del Rey Oaks will be built on public land transferred from the City to the developer under the terms and conditions of development agreements that will provide a blueprint for The Resort at Del Rey Oaks and give the City the tools to influence the amount, location, timing, and quality of development.

The partnership is supported by early investment in the backbone road, utilities, master grading, landscaping, and golf course, which will establish the infrastructure framework needed for the City and Federal/JER Associates to attract quality hotels and generate maximum land value for the development parcels.

As development occurs, it is estimated to generate significant tax increment dollars to be shared by the City, the Fort Ord Re-use Authority, Monterey County, the Monterey Peninsula School District, and other taxing entities.  A major part of that tax increment stream will be earmarked for use by the City as set-aside funds specifically for affordable housing.  In addition to the tax increment proceeds, the City will also receive revenues from the sale of development parcels, golf course operations, hotel occupancy taxes and retail sales taxes.

With these combined revenues, The Resort at Del Rey Oaks will be the vehicle by which the City of Del Rey Oaks, in partnership with Federal Development, Federal/JER Associates, will be able to provide services and community amenities for its residents, ensure fiscal self-sufficiency, and maintain the quality of life that is treasured by its citizens.

 

Federal Development is a national real estate developer and asset management firm with a family history spanning six decades. Federal Development specializes in public/private development through its partnerships with over 20 public governmental entities throughout the United States, the Caribbean, Europe, and Asia. Through assisting local, regional and national governments, Federal enables its public partners to maximize the value of their underutilized real estate properties in order to generate additional economic value, implement public policy and provide enhanced benefits to the community.

In 2003, The City of Del Rey Oaks selected Federal Development to develop The Resort at Del Rey Oaks.  Over the past four years, both parties have been working together to address key issues that would affect development of the land, including the availability of water and the remediation process related to its former military use, while creating a development plan that is economically feasible and supports the future vision of the City.

Federal/JER Associates submitted a project application to the City in August 2007, which has enabled the City to initiate environmental review of the proposed project.  A full environmental impact report will be prepared on the proposed project as well as the required amendments to the City’s legislative documents, including the General Plan, Housing Element, Redevelopment Plan, and Zoning Ordinance.

The entitlement process will require the following:

  • Certification of the Environmental Impact Report (EIR)
  • Approval of the amendments to the General Plan, the Housing Element, the Redevelopment Plan and the Zoning Ordinance
  • Adoption of the Development Agreement
  • Adoption of the Disposition and Development Agreement
  • Approval of the remediation plan to allow residential uses, and
  • Determination that the project and the amendments to the legislative documents are consistent with FORA Base Reuse Plan.

All of the proposed housing for The Resort falls within the allocation for new residential development within the FORA Base Re-use Plan. 

As the City works with its consultants and other government agencies, there will be opportunities for the community to attend public hearings to learn more about the proposed project and to provide public input.

In addition, Federal/JER Associates has been meeting with members of the community to better understand the kind of development that residents want to see on the property, to provide more information about the development plan, and to respond to questions and concerns.

Federal/JER Associates will be installing the entire backbone infrastructure system for The Resort at Del Rey Oaks.  The backbone infrastructure system will be sized to meet the needs of the proposed project as well as the Phase 2 uses because they will be dependent upon the same infrastructure system. 

The backbone infrastructure system includes:

  • Site preparation
  • Master grading plan
  • Major entry road and landscaping from General Jim Moore Boulevard to South Boundary Road
  • Storm-water drainage collection
  • Sanitary sewer collection
  • Potable and recycled water delivery (fire and domestic)
  • Joint trench for cable, telephone, electrical, and gas
  • Public park along the major entry road

Funding for the infrastructure improvements will come from Federal/JER Associates and the City of Del Rey Oaks.  Maintenance of the public improvements, including the main road and the public park, will be undertaken in partnership between the City of Del Rey Oaks and the developer.

The backbone infrastructure system will result in the delivery of the main road and all utilities to each parcel to be developed. The internal infrastructure system within each parcel will then be built as development within each parcel moves forward.

For the Resort at Del Rey Oaks, a master association will be established for the ongoing provision of maintenance of common grounds, private infrastructure, and common amenities, each of which will be available to various tenants and users of the development. This ads a substantial value to  the overall environment and safety of the community.

The master association will also be responsible for engaging the necessary security for the private development components located on the parcel. Certain areas within the resort community will be secured by perimeter fencing and checkpoint areas at entrance will be established.

FEDERAL will enter into discussions with the City of Del Rey Oaks regarding the developments burden on the current fire, rescue and police services provided by the City and will engage in planning and updating security and safety oriented services provided.
